Columbia, IL - Community Development Director

About the City 
The City of Columbia, Illinois (pop. 10,868), is a vibrant and forward-looking community located just 10 miles from downtown St. Louis.  It is considered a family-focused community as evidenced by its rank as the fifth-best place in Illinois to raise a family by 

The original town – starting with Fort Whiteside and Fort Piggott – was built by settlers on high bluffs overlooking the Mississippi River. In 1835, German immigrants made their way to Columbia, and through their industry, thrift and methodical work, transformed the city into the thriving community it is today. 

Despite its growth, Columbia has maintained its charming qualities and quaint characteristics as portrayed by its historic Main Street district, a true treasure in Southwestern Illinois.

With its outdoor patios and German vernacular buildings, visitors enjoy diverse dining experiences and historical walking tours.  Columbia is home to plentiful parks and scenic bluffs, as well as superior amenities and unique venues.

A professional City Administrator oversees a staff of 55 full-time employees in the departments of Administration, Community Development, Library, Police and Public Works.    

About the Position    
The Director is responsible for guiding the City’s planning efforts, leading economic development activities, and overseeing the Building and Zoning operations.  The Director reports to the City Administrator and serves as the primary staff liaison to the Plan Commission and provides guidance to other advisory Boards including the Zoning Board of Appeals, the Architectural Review Board, and the Business Loan Review Committee.  The position has three direct reports including the Community Relations and Tourism Coordinator, Building Official and Building and Zoning Administrative Assistant.  

Position Requirements
The City seeks an experienced and skilled professional. The successful candidate will have:

  • Bachelor’s degree in urban planning or related field (master’s degree preferred) 
  • Five to seven years of increasingly responsible experience in community development, economic development, or planning. 
  • Experience in the administration of land use and development regulations (e.g. zoning and subdivision codes) is required. 
  • AICP certification and experience with GIS is desired.

Compensation and Benefits     
The anticipated salary is $78,000 +/- DOQ.  A comprehensive benefits package includes participation in the Illinois Municipal Retirement Fund (IMRF), health insurance including medical, dental, and vision coverage (also available to dependents), life insurance. The City also offers paid vacation, holidays and sick leave.  The City does not have a residency requirement.
