The current Chief is retiring after a 44-year career in the police service, 11 years as the agency’s Chief of Police. This well-resourced community is in Cook County, Illinois, 12 miles north of downtown Chicago, bordered by Chicago to the south, Skokie to the west, and Wilmette to the north. It is one of the North Shore communities that adjoin Lake Michigan and is the home of Northwestern University. The City of Evanston is an ethnically, culturally and racially diverse and balanced 7.8 square mile suburb of Chicago. The City has a strong base of residential, commercial and educational properties. Besides being home to Northwestern University, Evanston also has two hospitals, a federal health care center, an exciting downtown and numerous thriving neighborhood commercial districts.
The City of Evanston is a home rule municipality and operates under the Council-Manager form of government. The City Council is comprised of the Mayor (elected at large) and nine aldermen who are elected by their individual wards for four-year terms. The City Council meets formally two to three times per month. The City Manager is appointed by the City Council and serves as the chief administrative officer of the City. The current City Manager was appointed in 2009. All Department Heads, including the Chief of Police, are appointed by and directly report to the City Manager.
The Evanston community offers ample options for recreation. Evanston’s lakefront is home to seven public beaches providing numerous opportunities for boating and other water activities. In addition, Evanston offers an abundance of organized lakefront activities such as concerts, races, fun runs and movies in the park. There are a variety of other recreational options offered at the 93 parks and 7 community centers.
The Evanston Police Department is currently staffed by 166 full-time Sworn Police Personnel and 59 civilian personnel. The Department’s FY 2018 Budget is $38.39M, of which $10.46M is programmed for pension responsibilities. Sergeants, Police Officers, Telecommunicators and Service Desk personnel are represented by the Fraternal Order of Police for collective bargaining. Other union Civilian personnel are represented by the American Federation of State, County and Municipal Employees (AFSCME) union. Labor relations have been very positive in general, with a low rate of annual grievances.

The ideal professional background and qualifications for the Chief of Police position include:
Successful candidates will possess a Bachelor’s Degree in Criminal Justice, Public or Business Administration, or related fields. A Master’s Degree is strongly preferred. Advanced leadership training such as the F.B.I. National Academy, Northwestern University’s School of Police Staff and Command, Northwestern University’s Executive Management Program, Southern Police Institute, Senior Management Institute for Police or similar programs is highly desirable. Illinois Law Enforcement Training and Standards Board Certified or able to be certified within 6 months of hire. Must possess, or be able to obtain, a valid driver’s license and a safe driving record. The annual salary range for this position is $124,162 to $190,386 dependent upon qualifications.
